Noise assessments for prior approval applications
Permitted development rights let you carry out certain changes of use and building works without a full planning application. Many of these rights still need prior approval from the Local Authority, and for a lot of them noise is one of the matters the council will assess.
If noise isn’t properly addressed, the council can refuse the prior approval. That costs you time, money and sometimes the whole project. At Venta Acoustics, we provide clear, proportionate noise assessments that give the council what it needs to approve your application, without over-engineering the scheme.

Which projects need a noise assessment?
We regularly assess noise for prior approval applications, including:
- Commercial to residential conversions (Class MA). Converting shops, offices and other Class E premises into flats. The council will assess how noise from nearby commercial premises will affect future residents.
- Agricultural building conversions. Barns and farm buildings converted to homes, commercial or other uses, where noise from farm operations, roads or neighbouring businesses needs to be considered.
- Changes of use to schools and nurseries. Assessing noise affecting the new use, and noise from the new use affecting neighbours.
- Air source heat pumps. Checking whether a proposed unit meets the noise conditions for permitted development, or, if it doesn’t, preparing a full noise impact assessment for planning.
Not sure if your project needs a noise assessment? Send us the details and we’ll tell you.
What the council looks for
For residential conversions, the council’s main concern is whether the new homes will offer reasonable living conditions. Typically, the assessment needs to show:
- What noise sources affect the site, such as roads, railways, pubs and restaurants, plant, deliveries and industrial uses
- What noise levels future residents would experience, both outside and inside their homes
- Whether internal noise levels will meet recognised guidance, such as BS 8233:2014 and ProPG
- What mitigation is needed, for example upgraded glazing, acoustic ventilation or a different internal layout
Where commercial noise sources are nearby, we may also assess them using BS 4142:2014+A1:2019.

Our approach
- Review the site. We look at your drawings and the surrounding area to identify the noise sources the council is likely to be concerned about.
- Survey. We measure existing noise levels on site, usually with unattended monitoring over several days and nights, so that the busiest and quietest periods are captured.
- Assess. We compare the measured and predicted noise levels with the relevant guidance for the proposed use.
- Assess mitigation requirements. If needed, we specify practical measures, such as glazing and ventilation specifications, that keep costs under control while giving future occupants comfortable conditions.
- Report. You receive a concise technical report ready to submit with your prior approval application. We’re happy to answer any follow-up questions from the council.
